What Does Pay Transparency Mean?

Pay transparency - also called pay openness - means that pay structures are visible. That job seekers can see what a job pays before they apply. That employees can know whether they are paid in line with colleagues in the same job category.

It is not the same as everyone knowing everyone's individual salary. The EU directive is about systems and categories - can you see whether your company pays systematically differently across genders?

Pay Transparency vs. Salary Transparency

The two terms cover the same thing. "Pay transparency" is the internationally recognised term. In legal and EU contexts, it also appears as "wage transparency" or "salary transparency".

Three Levels of Pay Transparency

Internal transparency

Public reporting

Companies with 100+ employees must publish pay reports. These show pay differences broken down by gender and job category - accessible to everyone.

What Does the Research Say?

Countries with pay transparency - such as Norway, Sweden and Iceland - show that the gender pay gap typically decreases by 20-30% over a 10-year period after the introduction of transparency rules.

The fear that "all salaries will flatten out" is not confirmed by data. Top talent retains high salaries - but undervalued groups are lifted towards market level.
